Defense.gov News Article: Pentagon Official Says DOD Needs More BRAC

BRAC process gives congress some political shelter. BRAC may save money in the long run, but in the short run, costs of base closings and relocation may cause a net loss. Savings from last round were doubtful and may have resulted in inefficiencies, damage to civilian communities, and loss of key civilian personnel.  Some unique capital facilities sold off in BRAC may be difficult to reconstruct if the need arises.
