To provide advisory and assistance support for the following satellite systems:

DMS

• Defense Meteorological Satellite Program, 
• Space-based Infrared Radar System, 
• Millitary Satellite Communications (MILSATCOM)

Core support services consist of:

1. (1) Information Assurance and Security Support 
2. (2) Acquisition Support, 
3. (3) Infrastructure Engineering Support, 
4. (4) Configuration Management Support, 
5. (5) Systems Engineering Support, 
6. (6) Test and Evaluation Support. 

A&AS support tasks for this requirement will require approximately 49,000 hours, including support provided to Los Angeles AFB, Buckley AFB, Schriever AFB, and Peterson AFB, and will be charged to a single labor CLIN for each type appropriation of funds consistent with the existing contract. Both Fiscal Year 2014 3080 funds and Fiscal Year 2015 3400 funds will be allocated against sub CLINS, consistent with the existing contract. A $4.3M cost estimate was derived utilizing actual cost data from Fiscal Years 2013 and 2014 over a period of 31 months. The instant extension utilizes existing approved 2014 GSA Federal Supply Schedule rates.

Sole Source Justification

FAR 8.405-6 (a)(1)(i)(C), "In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA was not previously issued under sole-source or limited-sources procedures." The original order was placed through a competitive Blanket Purchase Agreement process utilizing the established procedures of the Space and Missile Systems Center Technical Support Contract (STS), FA8802-09-A-0025.
