Raytheon gets $38.5M Add for SSDS Mk2 CVN/LX ACB12

Raytheon Co., Integrated Defense Systems, San Diego, California, is being awarded a $38,498,028 modification to previously awarded contract (N00024-14-C-5128) to exercise an option for continuing Platform Systems Engineering Agent support of the Ship Self Defense System (SSDS) MK 2 development of CVN/Amphibious Modernization Advanced Capability Build 12/Technical Insertion 12 (ACB12/TI12). Work to be performed includes the achievement of key milestones for non-recurring platform systems engineering. Work to be performed also encompasses maintenance of and improvement to fielded baselines, support to ongoing test and evaluation events, support for changes to accommodate other platform types as well as conduct of or support of progress reviews to include Interim Progress Reviews, Integrated Combat System Reviews and SSDS Element Focus Reviews.
Work will be performed in
  • San Diego, California (90 percent); 
  • Tewksbury, Massachusetts (2.5 percent); 
  • Portsmouth, Rhode Island (2.5 percent); 
  • St. Petersburg, Florida (2.5 percent); and  
  • Tucson, Arizona (2.5 percent), 
and is expected to be completed by December 2015. Fiscal 2014 shipbuilding and conversion (Navy); fiscal 2015 operations and maintenance (Navy); and fiscal 2015 research, development, test and evaluation funding in the amount of $3,473,123 will be obligated at time of award. Contract funds in the amount of $40,105 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

The Ship Self Defense System (SSDS) is the core combat system control element for the Quick Reaction Combat Capability (QRCC) in aircraft carriers and amphibious assault ships. SSDS integrates a diverse set of fire control loop sensors and weapons, and C4I systems for each ship class (CVN68/78, LHA6, LHD1, LPD17, and LSD41/49). SSDS MK2 provides the capabilities for integrated air and missile defense, multi-warfare situational awareness, combat direction, and joint interoperability via the Cooperative Engagement Capability (CEC) and Tactical Digital Information Link (TADIL)-J (Link 16). SSDS MK2 is being fielded with the new construction carriers (CVN78 class) and amphibious ships (LHA6, LPD17 classes). SSDS MK2 is replacing the Advanced Combat Direction System (ACDS) in the LHD1 class and SSDS MK1 in the LSD 41/49 class as fleet modernization initiatives.

SSDS MK1, , and are poised to benefit from a recent $22 million U.S. Navy/Raytheon Co., Integrated Defense Systems contract modification for “Fiscal 2012 Ship Self Defense System (SSDS) Platform Systems Engineering Agent efforts,” according to the DoD website. Specifically, the modification provides for continued funding for tech refresh efforts for SSDS MK1, in addition to development and test for SSDS MK2 to ride aboard CVN 78 (Figure 1). Ninety percent of the work occurs in San Diego, CA, while Portsmouth, RI and Tewksbury, MA both host another 5 percent of the efforts. The contracting activity is the Naval Sea Systems Command in Washington, D.C., and work completion is anticipated by August 2013. Meanwhile, SSDS defends certain amphibious ships and aircraft carriers against cruise missile attacks. It does this “by integrating existing and programmed anti-air warfare stand-alone defensive systems, and providing an automated quick response and multitarget engagement capability … in the littoral environment,” according to the DoD.
