Total number to be procured to be cut by 24 in out years.

No New Starts? 
With F-35 protected, no new procurements will be started in 2015.

Then stealth fighters can be taken out by anti-radiation missiles, Ir missiles cued to both IRST & helmet mounted displays or missiles cued from RWR'S
